Woodbury residents deserve more than the opportunity to speak during public comment. They deserve a clear, fair, and transparent process to bring community concerns and ideas forward for City Council consideration.

Public comment is important, but it should not be the only path for residents to raise issues that may require discussion, follow-up, or action. When residents bring forward concerns that affect the community, they should know how those concerns can move from open forum to real consideration by the City Council.

What I Am Proposing

I am proposing that Woodbury create a simple Resident Agenda Request Process.

This process would allow residents to request that an item be considered for a future City Council agenda when the issue:

  • Falls within the City’s authority

  • Has community impact

  • Is clearly stated

  • Is timely and relevant

  • Is actionable

  • Is not already scheduled, recently decided, or redundant

  • Has reasonable community support when appropriate

How the Process Could Work

1. Submit

A resident submits a short agenda request form explaining the issue, why it matters, and what action or discussion they are requesting.

2. Review

City staff reviews the request using clear public guidelines to determine whether it falls within the City’s role and meets basic criteria.

3. Decide

If a request meets the established criteria, it should move forward to a future City Council agenda for discussion and possible action. The request should be shared with the City Council through a transparent process, giving residents confidence that qualifying concerns will receive formal consideration in an open public meeting.

4. Follow Up

The resident receives a response so they know what happened, what steps were taken, and whether the issue will receive further consideration.

Why This Matters

This proposal is about trust, transparency, and follow-up.

Residents should not have to wonder whether their concerns were heard, who reviewed them, or what happens next. A clear agenda request process would make local government more open, accessible, and responsive.

It would also help the City manage resident concerns in an organized way, reduce confusion, and create a better path for meaningful community input.

What This Is Not

This proposal is not about allowing every request to automatically become a City Council agenda item.

It is not about creating unnecessary work or slowing down City business.

It is about creating a fair process so residents understand how agenda items are considered and how their concerns can be reviewed.
